Typically cold planing is dependent on the weather required for another process such as asphalt paving or cold in place recycle. If this is not the case, cold planing can be performed in light precipitation and in colder conditions. Safety of the crew and traveling public should be the key factor in determining whether to perform the application in these sorts of conditions.
