There are no conventional, widely accepted procedures to control the quality of prime coat application nor are there any American Association of State Highway Transportation Officials (AASHTO) standardized tests to evaluate or qualify an applied prime coat.
Inspection Guidelines
The prime coat can be removed by making a vertical cut into the prime using a hammer and chisel, then moving over 1 inch and making a diagonal cut toward the first cut. This technique should pop out a piece of the prime surface. Measured penetration depth (in 1/16 of an inch increments) of the prime in the piece.
